Auch wenn unter den gegebenen Bedingungen der momentan aktuellen Forschungsprogramme der EU (vgl. auch Ben Hayes “Arming Big Brother”) und des BMBF kritische Forschung möglich ist, sollte man sich diesen Fragen dennoch stellen und die weitergehenden Konsequenzen offenlegen und breit diskutieren. Anregungen und weitere links willkommen.

Veranstalter ist Joseph Turow, der als Kommunikationswissenschaftler einige interesannte Dinge zum Thema Privastphäre und Datenschutz geschrieben hat – sein Blog Media today and tommorrow – sein Profil an der Annenberg School for Communicatons, Uni. of Pennsylvania.

Innovation; The European Journal of Social Science Research invites contributions in the form of original research articles and research notes for a thematic issue on ‘privacy and technology’. Topics to be discussed in this issue of the journal include (but are not limited to) the following:

• Data Protection in Europe (with a special focus on New Member States)
• International, comparative Analyses of Approaches to Privacy
• Cognition and Privacy
• Privacy and Health Care
• Changes in Privacy perceptions

Article length can range between 6,000 to 10,000 words for original research and debate articles and 2,000 to 4,000 for research notes.

The special thematic issue on ‘privacy and technology’ is supported by the PRACTIS project. This project is funded by the European Commission’s FP7 and identifies how emerging technologies and their convergence might impact on the fundamental individual and structural values in which the European legal right to privacy is rooted, as well as on societal perceptions and conceptions of privacy.

Wie geraten Menschen an den Abgrund? Diese Frage könnte über den meisten Geschichten des SPIEGEL-Reporters stehen. Bruno Schreps Schilderungen sind kleistisch karg. Es geht darin nicht um Parteinahme, um Auslösung von Wohlgefühl im Bewusstsein moralischer Überlegenheit. Bruno Schrep erzählt Fälle als Geschichten, die so unglaublich wie spannend – und auch noch wahr sind. Eine ist unfassbarer als die andere.

The 21st century is witnessing what has been called the »pluralization of policing«: Private security companies have conquered urban spaces and are developing some expertise in public policing. Current studies claim that the private security industry will grow further and take over more tasks formerly executed by state police; at the same time technologies complement and even incur human security work. State police has also undergone significant changes, including commercialization, new public management, and »police-private-partnerships« .

Alongside these developments, the police apparatus has trans-nationalized and rigorous strategies, in particular against transnational protesters, have reemerged significantly since the early 1990s. Last not least, the »policing family« itself diversified, and we can witness (relatively) new phenomena such as nonprofit organizations deploying long-term unemployed as security forces; ›Community Wardens‹ or ›Ambassadors‹ overseen by the local municipalities; or unpaid volunteers policing sports events such as the FIFA World Cup 2006 in Germany. With these in-law family members the tasks of policing extended into the realm of the ›civil society‹, and the consequences still need to be discussed (…)

in diesem Zusammenhang ist auch ein Bericht von n-tv interessant, der von Werbung berichtet, die erkennen kann, wer vorbei geht und sich entsprechend auf den Kunden dann einstellt – so eine Szene gab es auch in dem Spielberg Film “Minority Report”.  Hinter der Forschung steht in diesem Fall das Institut für Anthropomatik in Karlsruhe.

This collection represents the first sustained attempt to grapple with the complex and often paradoxical relationships between surveillance and democracy. Is surveillance a barrier to democratic processes, or might it be a necessary component of democracy? How has the legacy of post 9/11 surveillance developments shaped democratic processes? As surveillance measures are increasingly justified in terms of national security, is there the prospect that a shadow “security state” will emerge? How might new surveillance measures alter the conceptions of citizens and citizenship which are at the heart of democracy? How might new communication and surveillance systems extend (or limit) the prospects for meaningful public activism?

Regina Ammicht Quinn, die Leiterin des Projektes:

“Wir haben jetzt im Vorfeld die Chance, während der Technikentwicklung zu überlegen: Welches wären denn innerhalb dieser Technikentwicklung die ethisch relevanten Punkte? Gibt es da welche? Kann eine Technik so oder entwickelt werden? Es ist nicht ethisch relevant, ob der Knopf grün oder blau ist. Aber es ist unter Umständen ethisch relevant, welche Vorrichtungen tatsächlich da sind. Wie, auf welche Art und Weise diese Aufmerksamkeitslenkung passiert. Oder sozusagen welche Grundbegriffe oder welche Grundurteile so einer Mustererkennung zugrunde gelegt werden.

Die Arbeit an solchen Projekten ist nicht ehrenrührig, aber zumindest schwierig, denn da könnten insbesondere kritische Wissenschaftler unter Umständen in Zwiespälte geraten, die man so offen einmal thematisieren sollte. Ich selbst habe mir eine Teilnahme an einem anderen BMBF Sicherheitsprojekt daher länger überlegt und dann zugesagt. Die Gründe erläutere ich, wenn das Projekt startet.
